NMPDES NOI Filing Transition — From EPA NeT to NMED eDMR
Current NMR100000 NOIs are filed through EPA's NeT (NPDES eReporting Tool) at cdx.epa.gov. When NMPDES takes effect, NOI filing will transition to NMED's eDMR system. During the transition window, Inspections Plus monitors filing requirements and handles submissions on behalf of clients.
Current NOI Process — NMR100000 via EPA NeT
Under the current NMR100000 system, all New Mexico construction NOIs are filed electronically through EPA's NPDES eReporting Tool (NeT) at cdx.epa.gov. The process:
1Create or access existing account at cdx.epa.gov (EPA Central Data Exchange)
2Navigate to NPDES eReporting Tool (NeT) within CDX
3Select New Mexico NMR100000 Construction General Permit
4Complete NOI form: operator information, site location, acreage, receiving waters
5Certify and submit NOI — retain confirmation and tracking number
6Do not begin soil disturbance until NOI acknowledgment letter received
7Post NOI acknowledgment at construction entrance before ground disturbance

Existing NOIs Are Not Affected Until NMPDES Takes EffectOperators with acknowledged NMR100000 NOIs do not need to re-file or transfer to NMED eDMR during the transition period. Administrative continuance covers existing permit holders. NMED will issue specific transition guidance on account migration and NOT filing procedures when NMPDES rules are finalized.
